Instructions

  1. Combine jasmine rice, 1 3/4 cups water, and 1/4 teaspoon salt in a medium pot. Bring to a boil, cover, reduce heat to low, and simmer 14 minutes until tender.
  2. In a small bowl, mix low-sodium soy sauce, hoisin sauce, rice vinegar, and remaining 1/4 teaspoon salt.
  3. Heat sesame oil in a large skillet or wok over high heat. Add ground beef and cook for 5 minutes, breaking into small crumbles, until browned and cooked to an internal temperature of 160°F.
  4. Add minced garlic, fresh ginger, diced red bell pepper, chopped water chestnuts, and the white parts of green onions to the skillet. Stir-fry vigorously for 3 minutes.
  5. Pour in the soy-hoisin sauce mixture and toss everything for 1 minute until well coated. Remove from heat and stir in the sliced green onion tops.
  6. Serve family-style by spooning the warm seasoned beef mixture into chilled Bibb lettuce leaves alongside portions of jasmine rice.
