  1. In a medium saucepan, combine the basmati rice with 4 cups of water and 1/2 teaspoon of the salt. Bring to a boil over high heat, then reduce heat to low, cover, and simmer for 18 minutes. Remove from heat and let stand, covered, for 5 minutes.
  2. While rice cooks, heat the mustard oil in a large skillet or wok over medium-high heat until shimmering. Add the thinly sliced yellow onion and cook, stirring frequently, for 3 minutes until softened.
  3. Add the minced garlic and sliced green chilies to the skillet and cook for 1 minute more until fragrant.
  4. Add the shrimp to the skillet and season with 1 teaspoon of the salt and ground turmeric. Cook, stirring, for 2-3 minutes, until shrimp are pink and just cooked through. Remove shrimp from skillet and set aside.
  5. Add the shredded green cabbage to the same skillet. Cook, stirring constantly, for 3-5 minutes, until cabbage is tender-crisp. Season with the remaining 1/2 teaspoon of salt and black pepper.
  6. Return the cooked shrimp to the skillet with the cabbage and stir to combine, warming through for 1 minute.
  7. Fluff the cooked basmati rice with a fork. Serve the shrimp and cabbage stir-fry immediately over the basmati rice, garnished with fresh cilantro if desired.

Notes

Mustard oil provides an authentic pungent flavor; if unavailable, use another neutral oil like vegetable or canola oil. Avoid overcooking the shrimp as it can become rubbery.
