Bring the mixture to a gentle simmer over medium heat, stirring until sugar dissolves. Add the chicken thighs to the simmering sauce, ensuring they are mostly submerged.
  2. Reduce heat to low, cover, and simmer for 25-30 minutes, or until the chicken is cooked through and tender. Remove chicken to a plate. In a small bowl, whisk cornstarch with 2 tablespoons cold water until smooth. Stir the cornstarch mixture into the simmering sauce. Increase heat to medium-low and cook, stirring constantly, until the sauce thickens to your desired consistency (about 1-2 minutes). Return chicken to the sauce, coating well.
