  1. Place diced potatoes in saucepan.
  2. Cover with water and bring to a boil.
  3. Reduce heat and simmer (about 15 minutes).
  4. Drain potatoes and mash.
  5. Stir in milk and set aside.
  6. Preheat oven to 375 degrees F. Brown turkey in a large skillet.
  7. Stir in flour and cook for 1 minute, stirring constantly.
  8. Add vegetables and broth.
  9. Bring to a slow boil.
  10. Spoon vegetable-meat mixture into an 8-inch square baking dish.
  11. Spread potatoes over mixture.
  12. Bake 25 minutes.
  13. Serve hot.
  14. Garnish with shredded cheese (optional).
