  1. Preheat your oven or air fryer according to frozen french fries package directions (usually around 400°F). Spread the frozen french fries in a single layer on a baking sheet or in the air fryer basket and cook for 15-20 minutes, or until crispy, flipping halfway.
  2. While fries cook, bring 5 cups of water to a boil in a medium pot. Add 3 cups of uncooked white rice, reduce heat to low, cover, and simmer for 15-18 minutes, or until water is absorbed and rice is tender.
  3. Pat beef sirloin strips dry with paper towels and season with 1/2 teaspoon salt and 1/4 teaspoon black pepper. Heat 1 tablespoon of olive oil in a large skillet or wok over medium-high heat until shimmering. Add half the beef and sear for 2-3 minutes per side until browned, then remove to a plate. Repeat with remaining beef and remove.
  4. Add the remaining 1 tablespoon of olive oil to the same skillet. Add the red onion and yellow bell pepper and cook for 3-4 minutes until slightly softened. Stir in minced garlic, ground cumin, smoked paprika, and cayenne pepper (if using) and cook for 1 minute more until fragrant.
  5. Stir in the drained diced tomatoes, tamari, red wine vinegar, and beef broth. Bring to a gentle simmer and cook for 3-4 minutes to allow flavors to meld. Return the seared beef to the skillet and toss to coat.
  6. Remove from heat, stir in the fresh cilantro. Taste and adjust salt and black pepper as needed. Serve immediately alongside the hot cooked white rice and crispy french fries.

Notes

Ensure the skillet is very hot when searing the beef to get a good crust without overcooking. Cooking the beef in batches prevents overcrowding and helps achieve better browning.
