  1. Brown ground beef and onion in a large skillet over medium-high heat (300 degrees F in an electric skillet).
  2. Drain fat.
  3. Stir in water, tomato sauce, sugar, oregano, garlic powder, rosemary, and black pepper; bring to a boil.
  4. Add spaghetti noodles, cover pan, and simmer 10 to 15 minutes, stirring often to prevent sticking.
  5. When spaghetti noodles are tender, top with shredded Parmesan cheese.
