  1. In a medium saucepan, combine uncooked white rice and water. Bring to a boil, then reduce heat, cover, and simmer for 15-18 minutes, or until water is absorbed. Fluff with a fork.
  2. While rice cooks, heat olive oil in a large skillet over medium-high heat. Add ground beef and yellow onion. Cook, breaking up the beef, until browned and onion is softened, about 5-7 minutes. Drain any excess grease.
  3. Stir in minced garlic, ground cumin, paprika, dried oregano, salt, and black pepper. Cook for 1 minute more, until fragrant.
  4. Add sliced bell peppers to the beef mixture and sauté for 3-5 minutes, until tender-crisp.
  5. Serve the zesty ground beef and peppers immediately over the cooked rice.
