  1. Heat 1 tablespoon garlic-infused olive oil in a skillet over medium heat. Add diced red bell pepper and cook for 3 minutes until slightly softened.
  2. Add 1/2 pound ground beef, 1/2 teaspoon ground cumin, 1/2 teaspoon dried oregano, 1/2 teaspoon chili powder, 1/2 teaspoon salt, and 1/4 teaspoon black pepper. Cook for 6 to 8 minutes, breaking up the meat until thoroughly browned and cooked to an internal temperature of 160 degrees F.
  3. Remove the skillet from heat and stir in 2 tablespoons ground flaxseed and 2 tablespoons chia seeds until evenly integrated into the seasoned meat mixture.
  4. Layer 2 cups shredded romaine lettuce onto two shallow serving bowls and spoon the warm spiced beef and peppers directly over the greens.
