  2. Layer ingredients in order given: potatoes, carrots, black pepper, onion, ground beef, green beans, and tomato soup.
  3. Cover the baking dish.
  4. Bake at 350 degrees F for 45 minutes or until tender and thoroughly heated.
  5. Uncover and bake 15 more minutes.

Notes
