  1. Heat olive oil in a large pot or Dutch oven over medium-high heat. Add ground beef and cook, breaking it apart with a spoon, until browned. Drain any excess fat.
  2. Add chopped yellow onion and green bell pepper to the pot and sauté for 5-7 minutes, until softened. Stir in minced garlic and cook for 1 minute more until fragrant.
  3. Stir in fire-roasted diced tomatoes (undrained), rinsed and drained black beans, beef broth, chili powder, ground cumin, smoked paprika, cayenne pepper (if using), salt, and black pepper. Bring to a simmer.
  4. Reduce heat to low, cover, and let the chili simmer for at least 20 minutes (or longer for more developed flavor), stirring occasionally.
  5. While the chili simmers, cook the brown rice according to package directions.
  6. Serve the chili hot over cooked brown rice, topped with diced avocado and fresh chopped cilantro (if using).
