  1. First, cook the jasmine rice: In a medium pot, combine 1 1/2 cups jasmine rice with 3 cups water. Bring to a boil, then reduce heat to low, cover, and simmer for 15-20 minutes, or until water is absorbed and rice is tender. Keep covered off heat until ready to serve.
  2. While the rice cooks, prepare the sauce: In a small bowl, whisk together the soy sauce, beef broth, brown sugar, sesame oil, and cornstarch until smooth. Set aside.
  3. Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the ground beef, breaking it apart with a spoon. Season with 1/2 teaspoon salt and 1/4 teaspoon black pepper. Cook until browned, about 6 minutes. Drain any excess fat and set the cooked beef aside.
  4. Add the remaining 1 tablespoon of vegetable oil to the skillet. Add the minced garlic and grated fresh ginger and cook for 1 minute until fragrant.
  5. Add the broccoli florets to the skillet and stir-fry for 3-5 minutes, until tender-crisp.
  6. Return the cooked ground beef to the skillet with the broccoli. Stir well. Give the prepared sauce a quick whisk again, then pour it over the beef and broccoli mixture. Cook, stirring constantly, for 1-2 minutes until the sauce thickens and coats the ingredients.
  7. Serve the savory beef and broccoli mixture immediately over the fluffy jasmine rice. Garnish with sliced green onions, if desired.
